~Limit Bandwith on one of the Computers Sharing the Cable Modem

I have cable broadband plugged into a router, then two seperate cat 5 cables come out of the router and go into two seperate desktop PC's. I also have a laptop which picks up the wireless signal.

What i want to do is limit the other PC sharing my internet.

We have 2 meg coming in and i want to make it so that is only possible for PC # 2 to use a max of 1/2 meg. So that my PC gets 1.5 meg.

Is this possible???

I am also interested in software which may be able to monitor the bandwith usage of desktop #2
