HAVING PROBLEM PROGRAMMING

having problem programing which file for 24c16 i hav two hex files eeprom.hex and
ONd_EEP(ive tried this one but it wont load up). so what do i do???
i programmed the Dbmg.20 as the pic one and loaded eeprom.hex for the epprom is this right. coz ive put it the box and put the codes in it doesnt work.
im using Elvis programmer

programme the eeprom.hex file to the eeprom (first) then programme the dbmg2.hex to the pic section

now enter the remote update codes
