Baby help!!!!

I have a baby programmer and i'm trying to programme 16f84a & 24lc16b chips using ic-prog 1.03b.I took the chip from the pcb card and placed it in the programmer selected the chip number opened the kevlar 1.3 hex and programmed all.When it's finished it says verify failed at address 0000h!Someone please help.

Even though you are getting a verification error, I think you'll find the card still works Happens all the time.

I thought that but when i read the chip it comes back all zero's.If it does work with the kevlar hex do i need to enter july codes and how.I'm new to ondigital chips i do playstation's thanks for any help!!
