Thousands of motorists risk being fined up to £1,000 because they are unwittingly driving without a valid licence.

They have failed to spot that their photocard licence automatically expires after ten years and has to be renewed.

Motoring organisations said most drivers believed, wrongly, that their new-style licence was for life and blamed the Government for the fiasco.

A mock-up driving licence from 1998 when the photocards were launched shows the imminent expiry date as item '4b'

They said officials had failed to publicise the fact that photocard licences - unlike the old paper ones - expire after a set period and must be renewed.

Drivers have to pay £17.50 to renew their card,which will earn the Treasury an estimated £437million over 25 years.

The first batch of ten-year photo licences was issued in July 1998, and the confusion has come to light as they start to expire.

DVLA figures reveal that while 16,136 expired this summer, so far only 11,566 drivers have renewed, leaving 4,570 outstanding.

With another 300,000 photocard licences due to expire over the coming year, the number of invalid licences could soar. A total of 25million have been issued.

At the heart of the confusion is the small print on the credit card-size photo licence. Just below the driver's name is a numbered series of dates and details.

4b: The small print on the back of the driving licence is easy to miss

Number '4b' features a date in tiny writing but the significance is explained only if the driver turns over the card and reads the key on the back which states that '4b' means 'licence valid to'.

Even more confusingly, a table on the rear of the card sets out how long the driver is registered to hold a licence - that is until their 70th birthday.

Motorists who fail to renew their licences in time are allowed to continue driving but the DVLA says they could be charged with 'failing to surrender their licence', an offence carrying a £1,000 fine.

The DVLA said yesterday that the date of expiry was carried on the new-style licences, but was unable to say whether motorists were told the licences would expire when they were first issued.

A spokesman said: 'It is important that photocards are updated every ten years to ensure the police and other enforcement agencies can identify whether a driving licence is being used fraudulently.'

The agency is sending reminders to drivers whose photocard is due to expire, and no one has so far been charged with failing to surrender their licence.

The Association of British Insurers and the Department for Transport said that insurance cover was not affected if drivers failed to update their photocard.

Well thats something i didnt know. i only got my first photo license last year when i moved house. I hope i remember in 2018 lol

b@stards i never new the only lasted 10year but I dont honestly think the fines will happen
Ive produced to the police loads of times without my photo license

Why should it??? That way we have bucket loads of morons on the roads who can't drive.

At least if you have to renew it brings to their attention medical details which you have to declare even if you don't have to prove you can still drive.

I've no objections to paying the little over £20 odd quid or whatever is is once a decade.

yes this little rip off scandal got me ealier in the year when i crushed my car with my licience inside it was only when i rang the dvla that they said your licience is up next year so u better paying 17.50 for a new one which will last you for another ten years.

If you move address then they issue you with a new card for nothing, will that have the new expiry on ??

Nope ! lol

Ive moved twice and been disqual twice... still got 2011 expiry on it !

Even though I had to pay for a new license after the second disqual !

Why should it ? It "should" last until your 70 like the old one. with a priviso on change of appearance ect. Do you really think this is done to take drivers off the road ? Nah its done this way to generate £££ for the treasury, a plain and simple "tax"
Also if people are determined to avoid loosing their licence due to ill health ect - then they will simply LIE. As if a £20+ photocard issue is going to put illegal drivers off the road, No chance.

I agree that the roads need cleaning up of "drivers", but the way to do this is by putting more traffic cops on the road introduce an all in one tax,mot and insurance disc for the car (Like in spain)......Now them 2 measures Would reduce the crazy drivers on our roads.......But they wont be implemented in UK because that would cost the treasury £££, and to be honest they would rather just coin it in thank you very much.

This just highlights for me the way the government throw out a few adverts and stats and everyone thinks "ah that's good for safety" - It's pish lol. They dont give 2 fooks about road safety, they do care about revenue though.

I havn`t changed over to a photo 1 yet im still on my paper licence
why the fook should you have to pay for something the goverment want you
to have? thats why im holding out as long as i can before im forced to have a photo licence.

I did make that point bold in the original story...

But I actually posted it for no other reason to highlight to members not to ignore the letter for risk of a £1000 fine and any warning that the DVLA do send that it was a genuinely from the DVLA.

My test i passed was in Dec 2001
Card expires May 2011
That aint 10 years!!!! "CON"

Im another one that didnt know this and have just checked and mine runs out 2011. This doesnt suprise me one bit though if its one one thing its another that we have to pay.

Well as I only passed my test in 2008 my license expires in only 1 year, then I have to pay another £17.50 for another one, then in 10 years another.
