problems scrolling up and down with mouse wheel

recently when i use the scroll wheel the screen goes wavey and jumps too fast to where i want to be. any
ideas please.

Check in the mouse software, usually in the notification area near the clock if it is not the standard Windows one. It may be set to jump too many lines.

ive just booted up and and its quavering with every turn of the wheel in all apps.Its difficult to be accurate when i try to point cursor

It could be your Graphics Card Drivers? try installing the latest drivers.
