Would have to contact the ISP which hosts or offers that ip the site is mapped to.
They should be able to sort it out straightaway (24 or 48h that means)

Its says that, so pretty much clearly hacked. Fasthosts will have IP-Logfiles that show access to the virtual server the website is running on. Your friend might as well get the police involved in this.
