Maybe change it to something like:- If you've paid for this program you've been scammed.

As he has now been banned you could just change the URL since he won't see it anymore

For Yooplay the codes last for the whole month.

it was changed by the website owner. Authorities not involved.

I think the message needs changing to something less scarey for the legitimate users.
