With those as benchmarks, the build yourself options go as follows.
Intel: Lists | Ebuyer.com - Slightly better CPU, and double the storage capacity over the Acer prebuild.
AMD: Lists | Ebuyer.com - Same CPU and storage, but half the RAM of the Zoostorm prebuild.

All 4 builds are overkill for browsing, but provide a good base for future upgrades, e.g. more RAM, discrete GPU etc.

If i was to go with any of the systems mentioned by @little_pob i would seriously go with zoostorm their customer service is absolutely brilliant.I couldn't praise them more than enough.
