Top up tv uses Seca encryption which is hacked to some extent just take the Canal+ package on satellite. The keys are available for this package but won't work unless the nano is broken and without this the keys are useless. If top up tv use the same level of encryption then it is not hacked, if it uses a previous version of the same Seca encryption then it is hacked but not public as most people won't bother with it due to the amount of channels on there.
