4001 with black screen

anybody come accros this one started the box up and it sticks on tune even when i try to force boot and i can't get into the diagnostic screen tried pulling the red jumper but still the same and when i check the voltage at the tuners thay seem correct as one is at 32v and the other is varying between abaut 5v and 32v i have also tried a different cim
