need help please

i want to try setting up a game over the web. Never done this before so i need some help.
Game i want to setup is Call of Duty (and hopefully Need 4Speed Underground when I get it :Bounce: )- has some great MP maps, weapons and graphics are among best i have seen in a game.

a: if i want to join in myself, is it best to have a dedicated server game then for me to restart the program and join from there?

b: What does opting for 'not-dedicated' do?

c: It is asking me for ping times (min and max) - what do i set these to?

d: also asking for maximum rate - is this fps? what is best setting ?

Also game server would be on my own PC which connects to web via another PC - does this matter? I can get the IP address Ok. The PC that acts as my internet gateway does not have enough RAM to operate as a game server as well so that is not an option.
Dunno if its relevant but I have:
athlon 2400
512 DDR RAM
XP PRO
Radeon 9600PRO 128mb
SB LIve 5.1

call of duty is a pig to get online with.gamespy will not let you any server because of cd key..if you go into game and multiplayer then servers you might get into some that way,,thats why i dont play it online..there is a multiplayer crack out but just for lan settings
