I reckon you should be up and running once you replace that swollen cap, looks like C818?
Its' in the 3.3v standby control circuit and with it being faulty the standby will light normally until you try and power it on. The 3.3v standby voltage feeds back and switches the 12v supply from the transformer to the power supply control chip.
The 3.3v will be low so no switching will occur.
