You don't need to extract it. If it has download .zip try changing it to .ipsw and then select that in iTunes restore 
Or use chrome or Firefox to download

But on there is a link to the pangu jailbreak tool, and the 9.0.2 ipsw for all models of apple devices.

Ive not seen a jb for 9.1, and I know that two of the exploits used by pangu have been patched in 9.1
