Download Speed From Astraweb

Can anyone help or explain,
I have a 10Mb broadband connection through a cable modem with ntl and an unlimited 10-connection account with astraweb, why is my max download rate only 240kb/s, I have tried it both with my ntl firewall protection both on/off with no effect on the down load speed.

for 1 diff times of day effect speeds i.e i av 10mb in evening i get 400-700kbs in daytime 10o/c to 2o/c i get 1200kbs i was getting 150kbs and engineer came to house to change modem box but the only prob was the POWER lead they fit most things ,, router scanners etc ntl`s power lead as OEM on the plug i`d got that plugged into my router at the time he came and speeds wer at 150kbs he changed it and went str8 to 850kbs !!!! u wudn`t believe that it made that much difference m8 check it 1st ok
