wont read dvd,s

i have a dell inspirion running w7. when i insert a dvd (blank or not) nothing happens when i click on dvd icon in my computer it just ejects and says insert disc, It also happens when I attach external dvd drive. I have reinstalled windows 7 but to no avail. device manager says ,this device is working fine. Any help would be most appreciated

make sure all drivers are downloaded for that particular model

if it is happening after a reinstall my friend then it has to be hardware related.
