Rose I think although it's a common request due to the number of British tourists visiting each year and hiring cars, there are no maps because (and this is only a theory)
There are parts of the island you are not allowed to photograph, let alone cartograph, there's a very heavy military presence as you know. So where the borders are between north and south there are sensitivities with photo's etc, and all around the military bases too.
Add to that the fact that the road building programme is booming (partly funded by the EU as they are now part of the EU).
Couple this with the fact that the locals don't want it, only the tourists who want it for their holiday trips. With the current rate of road building it would go out of date before you used it the second year !
So I think it will be a while before we see Cyprus Maps
