paid £20 for a modem off ebay from the seller tec_elecs...the seller done one on me so made a claim through paypal. was refunded £5 and nothing else. so contacted paypal asking them where is the rest of my money, this was the reply i got back.

Thank you for contacting PayPal with your concern.

The amount refunded to you represents the total amount PayPal was able
to recover from the seller's PayPal Account. Although the claim is
closed, it is noted in the seller's account records, and the seller will
need to complete the refund to you if he/she wishes to continue the use
of PayPal's service. As stated within the PayPal User Agreement, the
PayPal Buyer Complaint Policy does not guarantee recovery of your funds,
and recovery is done on a best effort basis.

You can review the PayPal Buyer Complaint Policy in our User Agreement
by clicking on https://www.paypal.com/useragreement or copy and paste
the entire link into the address bar.

We value your business and regret that you have had this experience. To
avoid similar experiences in the future, we recommend that you read our
Security Tips on our website by clicking on

the address bar.

so what the feck does that mean???..cuz the seller has feck all in his account they cant recover anything, but isn't that the reason we pay through paypal, so they cover the outstanding funds.
to top it off, the seller is still selling on ebay using a differant username one_euro_import

aye mate they are proper tools :proud:
what happened to the buyer protection up to £500?
my brother got stung the same way with a mobile phone, paid 280 notes and only got back 60 and paypal closed the case.
feckers have just locked up my account for suspicious activity when i aint even used it for the last 3 months :)
i cant wait till google finally launch their G-Pay service cos it should wipe the floor with paypal

same thing happened to me sometime ago i used a link from dw to go to a site to order a harry potter book, ordered one for me and one for a friend paid through paypal, none of the books arrived and when i went to claim a refund the seller had no money in his account so i got naff all, at least you got something back so it cost me big time as i had to go out and buy the books for us both.

what the feck does this email mean????

it means you got your money back

and there took the fee of you £15

after they refund your cash /part of your cash

they send him the bill for the full amount to this house (no Fee for him)

paypal is the biggist rip of ever

it used to be great

than one day a company called "ebay" took over it :Chainsaw:

western union is another alternative,as if you don,t get the goods you don,t pass the transaction code and vice versa, also its untrackable to an extent..

@superLFC...no offence intended at u m8...just peed off with paypal...total waste of space they r.

have had a reply from tec_elecs or should i say one_euro_import..sent him a message saying that he owes me money...this is the reply:

i am very very sorry for that.
and can now say im back after a hard time.
and will either refund or send out your item asap please reply advising what you would like done.
many thanks
and sorry again.

replyed saying would prefer the modem, but if no modem want a full refund...will wait and c if seller delivers.

AT the end of the day, it's not paypal who are at fault it's the tosser who didn't supply the goods. I agree paypal can be shite (I've got a couple of m8's that have been stung). But the real problem is the other guy who was selling the modem. Iblame the parents, bring back national service, corporal and capital punishment......

I believe that the majority of people in the world are decent folk and paypal is an excellent way by means of purchase. When it goes wrong however due to the minority people being lets just say naughty, I can sympathise with the buyers. Not everyone is a bad person. A world without ebay would be an empty place for sure and paypal i think is owned by ebay or the other way round not quite sure.
