paid £20 for a modem off ebay from the seller tec_elecs...the seller done one on me so made a claim through paypal. was refunded £5 and nothing else. so contacted paypal asking them where is the rest of my money, this was the reply i got back.

The amount refunded to you represents the total amount PayPal was able
to recover from the seller's PayPal Account. Although the claim is
closed, it is noted in the seller's account records, and the seller will
need to complete the refund to you if he/she wishes to continue the use
of PayPal's service. As stated within the PayPal User Agreement, the
PayPal Buyer Complaint Policy does not guarantee recovery of your funds,
and recovery is done on a best effort basis.

so what the feck does that mean???..cuz the seller has feck all in his account they cant recover anything, but isn't that the reason we pay through paypal, so they cover the outstanding funds.
to top it off, the seller is still selling on ebay using a differant username one_euro_import
