Take out any usb sticks and reboot.

If that does not work it could well mean your images is corrupt and you need to reflash.

As above and what image are you running.I have been having some issues with Vix.

Had to re flash last night as RCU stopped working yet was fine with pli and new vix image....
As ferret says a flash solves most problems and is always best in the end to save time and save chasing issues
