where do I get a loader from to flash?

OK, Ive downloaded this - "Kryptview_04042008.rar". what do I do next?

thx, I'm stuck again, the loader thingy seems to open with my VLC media player. dont kno what I hav to do next, hitting a brick wall. anyone kno what i,m doing wrong?
