multimedia updates

my daughters xbox hasnt got xbox live (she doesn't want it yet) so
can anyone post how and where to download and install via disc or usb flash drive, multimedia updates for xbox 360's that havent got live access??

i've been on the microsoft xbox live site and downloaded $SystemUpdate_Fall08_7363 which has updated it to the new dashboard experience but every time she tries to play wmv or av files from her usb pen she gets the message, "install multimedia updates to enable video playback"....please help.

you need to go on live and redownload them mate sorry but the new dash removes them

but the previous dashboard never played them either....thats why i downloaded the new system update...you think they'd put all the updates in one package wouldnt you..
