Loft roof insulation

Hi guys our loft is used a living space , I noticed thst there is no insulation under the floor boards. I was assuming there to be insulation in between the roof rafters, the roof is plasterboarded and painted over. I took off a plaster board and to my surprise there is no insulation between the rafters..shall I insulate the floor and roof space?

So I don't need to insulate floor , just the gap between the rafters and leave a space of about 50mm between roof tiles and insulation board?

Because nothing to stop heat going straight through your bedrooms, then through roof.
