You would not believe the amount of 'scrap' iPads we have at work. People lock them to non personal iTunes accounts, forget their passwords with no security answers on the account and that's it! Great security feature let down by ejits

Apple will help you out if you know the details of the account it was originally registered with. I had a similar issue in work and have to admit as much as I hate apple the guy who I dealt with there was really helpful and couldn't fault him. Although I didn't manage to reset it there and then with him he give me enough hints at what the details were i was able to guess them.
