Using fake MS user IDs does not work anymore to get the local account option.
At the initial setup screen after installing W11, press Shift+F10. This opens a command prompt. Type the command (note: there are no spaces in this command) OOBE\BypassNRO Make sure you are disconnected from internet
The PC will restart and this time you'll see the option to skip connecting to the internet. You'll then be able to set it up with a local account.
There is one other option that allows you to create a local account while remaining connected to the internet, but it's only available in Pro. still works in 24H2.
Rather than setting up for personal use, choose 'for work or school' instead, then give a fake domain name. Unlike when using a personal email address it doesn't check that this domain is valid, so will then go straight to setting up a local account.
