Is it illegal to sell Amazon Fire TV sticks that has KODI on it?

i see all these modded ones on ebay, open to the world but doesnt seem to be a problem. All showing what channels they give

I think thats not illigal with kodi, The illegal is to sell with Preinstalled Repos and Illegal aps on the Kodi.

i know kodi isnt illegal, what i meant is all the apps added that give you all the free movies tv series,sport etc.
they sell it widely on ebay with all the extras and no hiding of it, so unless there all stupid on ebay there must be a catch somewhere
