Does anybody know of a decent download program which I will be using for mp3's which allows you to queue up downloads but only actually downloads 2 or 3 at a time.

have you tried kazaa m8, you can state wot ppl upload and how many you can D/L at a time.
Go for kazaa-lite without spyware.
