Is there an ISP that can de accessed from europe or the USA using a local number or do I have to dail the UK to my own ISP from another country. It would be impossible to sign up with ISPs in every country I visit Any help Please.

Yes there is, although I believe you have to pay a small subscription to use the service. I don't have it myself but know someone who has and uses it travelling round the world. want me to email him and find out - might be a few days before I get back to you if he's in the middle of the jungle or similar!
