Other thing to remember is that there are those that don't do either (buy from a shop or machine).

They are freely available to anyone that knows "someone" for £25-£30 for 200 (as opposed to £6 a pack in a shop). Even duty free is cheaper and how many people do you know has someone buy them for them when they go on holiday.

This is where the government need to focus...

The government make too much money from tobacco tax to ever consider making smoking illegal. Like said above they just want to appear to be doing their bit.
