cannot connect

For a couple of years i have been using a very good c-line which i have had no problem installing by hand every time i have re-newed. this time it won't. i have tried the latest phantom patch and have tried installing again by hand and by cssat load method but still no connection. any ideas what could be causing my no connection problem
