whats the best out of these 2 Amplifiers - please

For the best results you need to select an amplifier that was designed to drive the impeance of your speaker. Headphone amplifiers are typically designed to drive higher impedance loads.

That second one looks like it's trying to cash in on the "audiophile" type market but it's a Shanzhai job by the looks of it and poor description. A friend of mine used to design these but I ain't been in contact with him for a while :(.
 
T Amps are usually excellent value for money, but that one's just a bit too cheap for comfort.
 
I've just downloaded the manual for that and had a read. It's an amplified speaker designed to be connected to a source like an mp3 player either directly or via Bluetooth. You can't run an amplifier through it without destroying it.

The volume your getting is restricted by its small size. The Laws of Physics apply.

I don't think batteries would last too long powering a speaker amplifier. At least not small ones.
