its not a software issue. its your physical USB port. It is only capable of USB1.1. I assume you have an oldish PC.

The only thing you can do is go to the motherboard manufacturer's website and see if the have updated the board to support the faster USB.
If they have then there should be a BIOS upgrade available.
WARNING...updating BIOS can cause a machine to fail, if used incorrectly, so make sure that you know what you're doing before attempting such a thing, and ALWAYS follow their guide.
If your board is, as Tig says, an older board and hasn't been updated then you could get rid of the message annoyance by trying the following:
Go to the 'Device Manager' (rightclick 'Mycomputer' on desktop and choose 'properties', or choose 'system' in control panel).
Click on the 'USB host controller'
Click the 'Advanced' tab and then check the box on the bottom of the window, 'Don’t tell me about USB errors.'
Do this for all USB controllers listed under USB in Device Manager and you wont be plagued by the yellow popup whenever you plug in a usb device, in future.
