iPhone Sat nav without data?

hi guys, im going to new york, as well as some other US state next month. I want to use a sat nav app to get around, but dont want to use data on my phone. Is there any apps that do not require data?

Most if not all require a data connection when the app starts, but its only a Small amount of data to find your location (if you already have the maps stored on your phone).
Then the GPS takes over, then data is only used if your using travel announcements...
