Does anyone know of any free software for editing text on a jpeg document?

Have you looked at GIMP?

There are several FREE programs for editing Jpeg imges, gimp (as previously recommended) and I use paint.net ( I dont like the way gimp looks).

But when you say "edit" text you cannot simply edit the text as jpeg images does not have layers so the text and graphics are all embedded together, you can only erse wht is there and draw over it.

True, but the clone tool can be used to mask the text then just write over it!
