Cable decoder

I have a box which converts uhf to vhf or vice-versa, I get some signals in black and white no sound, others in broken signal, colour and intermitent sound.I know that decoders exist and apparently my local market sells them at around £20. Can anyone tell me what this box is called and how it works.
