Software Best way to sync devices

I use an ipad as my main computer, have Remote Desktop installed so I can do all my windows stuff. also have an android phone.

i know a google account will keep most in sync but I want safari for my ipad..

I want to

sync ipad safari bookmarks with windows PC and android phone
any photo I take with my htc one to go onto ipad
Contacts on htc one shouldn't be an issue as have a google account

Is icloud for windows my best option,

iCloud Control Panel 3.1 for Windows

only problem I'm running windows server 2012 r2 and when I install icloud it says I can only install it on windows 7 or 8. But surely there must be someway around this. Server 2012 is basically windows 8
