The HDD in the new machine can be the same size or bigger, I think it might be possible to clone to a smaller drive as long as the space wasn't occupied. The free space doesn't get cloned..
Depends on how the cloning is done - Block / sector usually only used space. Bit Clones are usually the whole thing (forensic in reflect). Quite easy to clone to smaller - Use disk management to shrink your volume to used space + 5% or so then clone that partition or use a freebie something like easus partition manager. OR reflect will allow you to resize
Oh and whatever you use ALWAYS make the recovery disk first. (in reflect - other tasks, create rescue media and pick the Win PE option, default VIM)
