One in three CDs sold around the world is a fake, according to the record industry.
Sales of pirate discs are thought to have risen by 14%, pushing them above one billion for the first time last year.
The total value for sales of pirate CDs now stands at around £3bn, the report by the International Federation for the Phonographic Industry said.
It shows the huge extent of the problem for the music industry, and does not even include the damage being caused by internet piracy.
Last year pirate sales outnumbered legal recordings in 25 countries, according to the IFPI report. They include Russia, Brazil and Mexico.

Album sales in the year up to March fell by 5% in number and 9% in value, while singles sales have dropped considerably.

Tim Bowen, chairman of BMG records in the UK, said: "This report should be a wake-up call to governments on the massive damage that music piracy is causing to their economies, their cultures and their international reputations."
