Hardware samsung laptop

i have a Samsung windows 7 laptop i had had for just over 2 yrs and it as started to get a fault if i have the start menu open the cursor will always stay at the top same if i try to uninstall a program from control panel, i also did a factory reset come the cd i got with it and it still doing it. does it also with a usb mouse plugged in, its really pissing me off as i can not use the laptop the fault comes and goes.


any ideas.
