I contacted PayPal and lodged a Dispute with Ovivo on the 23rd March and Paypal have notified me today that I have been re-imbursed................Result !!

i got my sim card on jan 20th, so was just outside the 45 days to put in a dispute, however, yesterday i received an email from paypal, stating that their terms are changing, and in the small print, for buyers, from june 14th (unless another date gets specified) those terms change to 180 days, which will put jan 20th back into the timeframe for a dispute (by a few days), so there may still be hope for others to get refunds as well
