CD & DVD speed probs when burning

Having probs trying to burn to HDD or on the fry,i'v just bought a new cyberdrive 32x 12x 48x and every time i try to burn somthing the seed of the writer drops to 75 kbs and thats it,Have a got somthing set up wrong within the writer or does the writer want to go back to the shop???
I'v tried it with DMA and with out and still the same
Hope someone can help as i'm lost

If you have just the one cdrom then try the following.
Hdd installed on primary IDE as Master.
Cdrom installed on Secondry IDE (seperate cable) as secondry master.
