The man being questioned is in his late 30s, police say.
Chief Superintendent Bob Pattison, of Northumbria Police, told BBC Radio Newcastle that no shots were fired during the arrest and the man was said to have been "compliant".

The suspect was being held at a police station in Northumberland pending the arrival of the investigation team from West Yorkshire, he added.
The bed and breakfast hotel where the man was arrested was under police guard and a nearby street cordoned off.
Police outside the premises said nobody was in and the hotel manager was not available for comment.

Officers confirmed on Wednesday morning they were no longer looking for Mr Coleman.

His partner Pc Neil Roper, 45, of Wakefield, was shot twice and is still recovering in hospital.
A third officer, Pc James Banks, 26, escaped injury when a bullet ricocheted off his radio belt and the buckle on his baton.
