iPad ipad connected to wifi but mo internet

Its on the wifi ok (dongle im using abroad)

but

when i try to go to apps store etc it does nothing and getting the message

can't connect to the apps store

any ideas it looks like its being blocked

BTW my laptop is not having any problems
