ford transit connect ex british gas speed limited or turbo gone?

Hi all
I have a 54 plate van ford transit connect and sometimes is very slow in going
some mechanics told me that the turbo is gone, some friends said that because is speed limited, the rev doesn't go over 3000-3500, and in range of 2500-3500 will not increase the speed significantly
anyone has any idea what is the truth? as I don't want to spend a lot of money on a new turbo and not be able have any noticeable difference

Usually smokey with knackered turbo, could be a blocked cat/exhaust, holed intercooler or hose adrift or even a fuel fault.
