The best free online one i have found is here. Stable Diffusion 2-1 - a Hugging Face Space by stabilityai There are others, but this seems to give the best picture.
It generates a picture from the text you put in. It seems to distort human faces but you can do famous people. I can't find a way to enter text to the picture.
The more prompts you write, the more options you have.
Here's a quick example, but i think you can do much better.
