I found it on my phone @gez but it is slightly different from above, I found the setting in settings/Advanced/site settings/pop-ups and redirects.

What browser are you using @gez, and are you using a popup blocker? Or are you using the the DW app? I get the accept cookies message for an instant, but then it disappears. I just assumed that ublock stops it.

The device on ebay you posted looks very similar to one I bought a few years ago. That also came with no driver disk, I got it to work with Windows 7 using the driver I've added. Will it work for Windows 10, I couldn't say.
