She wants 1 page with pictures on it and some text describing each picture, name at top and a phone number, any suggestions you could make would be helpful

Frontpage is awful and is rightfully being sent to hell, being replaced by MS's new Expression suite of tools. Whether that is any good only time will tell, although since it is Windows only there is no way in hell I will be able to try it as I am a Linux guy.

If you want a standards compliant web authoring program then try Nvu (http://www.nvu.com/index.php).
