New budget box for tv

Hi guys, basically I wanna know what the beat cheapest iptv box is at the moment. Needs to plug into the USB hard drive, needs to I can cast from my phone. Go a be used on old tves so doesn't need to play 4k etc. I'd like to be able to recorder but I think that'll be a stretch!

I have one of these in the bedroom, I've had it a few years and I must say, I rarely get any issues like swirling or freezing (like the firestick)

Although the picture is ever so slightly inferior (but not much) compared to high end boxes for the price and it's specs its bang on. It does what it says on the tin, plays IPTV. Some are 64gb storage built in
