I believe that Apple stopped signing 7.1.2 at the end of September, making it impossible (or practically) to go to anything other than iOS8.

The firmware can be downloaded from various sources and installed via iTunes however, as soon as it gets to the step verifying the installation with Apple Servers it will bum out.

If your phone was jaibroken on 7.0.4 and you saved TSS and blobs with Cydia, there is still a chance. In this instance google is your friend for the how to....
I really do not advise that you upgrade to iOS 8 on the 4s, my wifes is running really slow.
