It should be able to work i think. Have you tried with the Win7 USB drivers. The corresponding bit (32 or 64) ofcourse. Or try version V7.8.2.1R1_1Does V7.8.2.1R1 US version Unified Maintenance Console work on Windows server 2016 over IP? It keeps saying "Unable to connect". Turning off the firewall doesn't help. I didn't try anything else.
It connects (over network) fine on VMWare Windows7 x32 and x64. I haven't try USB since Win2016 is also a VM.
My KX-TDA200 is still on V2.014 (I don't if upgrading the firmware is possible).

As mentioned above this is a serious installation software and using it to program your Panasonic phone system is not for newbies, you should have a basic understanding of telephony systems and how they operate.
feel free to leave me some questions about programming if you need help, but I am not an expert some of the configurations is above my knowledge, but I will try and help if I can!

Take heart to what Mick says about messing up your PBX. It is very easy to render it unusable or to have to reset it an reconfigure it from scratch - something you don't want to do.
