I am not sure what you mean by "convert it to ext4" .. ?
Is there a special "Convert to ext4" feature
or is it the "Device Manager" format feature that will do the conversion to ext4 ?

Device manager format option will format and convert the card to ext 4
 
If its like the usb issues where some are not seen one tries another make.
What make is it ?
 
Sound like the card is busted or your reader is.
Do you see it on windows in create and format disk partitions ?
The card is new.
Yes, i see it in windows, gparted, EaseUS, AOMEI Partition Assistant, Etc., Etc.
But not in HPUSBDisk.exe v.2.2.3.0

I run HPUSBDisk
( have no "Devices" to choose from )
i press start
( seaching for devices ... )
( nothing happens ... or should i wait very,very long ?)
 
See if this detects your Micro SD card ?

Try a different usb port and reboot your pc before you run the program

Fotmat it to ext4 in gparted then and save the messing about, make sure you delete any partitions
